In humans and most other mammals, it consists largely of erectile tissue and serves also for the elimination of urine from the bladder. The penis is also used in masturbation, where a man stimulates his penis with his hand or another form of implement until he achieves climax.

Variations
Penises come in an enormous variety of shapes,sizes,and colors, however,these differences diminish during an erection when most penises attain a normal deviation of dimensions.
The general consensus for the average adult male's penis when erect is between 5 and 6 inches long and 4.8 inches in circumference. (Length measurements taken from the pubic mound to the tip of the glans; girth is a circumferential measurement around the widest point of the erection - the widest point varies from person to person) see penis size.
Penises fall into two categories of circumcised and uncircumcised.These procedures happen at birth,where it is normally the parents' decision as to have the baby uncircumcised or circumcised, or later in life when it is the man's choice.This has arisen some issues around whether a parent has the right of consent on behalf of a child.The vast majority of men are not circumcised, however, the ratio of circumcised to uncircumcised varies greatly by geographic location.

Uncircumcised
An uncircumcised penis is the natural state of the penis at birth; the preferred term is intact penis, but it is also known as an "uncut" penis. An intact penis also features the frenulum, which is a small fold of tissue that secures or restricts the motion of the glans (aka "head") of the penis.Circumcision is quite uncommon in Europe where the vast majority of men are intact, with rates as little as 1-2% in some countries and an overall rate of approximately 10%. Rates in the United Kingdom have been drastically decreasing, with 35% of boys being circumcised in the early 1930's and less than 10% in the mid-1980's. Rates in south-eastern Europe are considerably higher due to a large Muslim population, particularly in Turkey with a rate of at least 80%.
Asia's rates of circumcision vary drastically, with rates as disparate as 100% in Israel versus less than 1% in China and Japan. Circumcision is almost universal in the heavily Muslim countries such as those in the Middle East and Central Asia, as well as Pakistan, Bangladesh and Indonesia. Elsewhere in Asia circumcision is rare for non-religious reasons, except for South Korea and the Philippines. South Korea has a rate of approximately 80%, perhaps due to an American influence during the Korean War.
Circumcision in Africa is common in the North and West of the continent, and varies widely in Central Africa, gradually becoming less common as one moves south. Circumcision is rare in Central and South America. It occurs more in certain tribes than in others; for example Xhosa boys (a Nguni tribe in South Africa) are normally circumcised when entering adulthood, whereas Zulu boys (also a Nguni tribe) are not circumcised.
Rates of circumcision have been drastically decreasing in Canada, New Zealand and Australia due to an increased awareness of humans rights and the the right of baby boys to have a say over their own bodies. In some countries circumcision is increasingly regarded as penile mutilation and circumcised boys referred to as "prepuce amputees". Rates in Canada vary greatly from province to province, ranging from 7% in Nova Scotia, 45% in Alberta, and unseen in Newfoundland; the national average is approximately one-third of all men. Rates have collapsed in New Zealand, with less than 10% of newborns undergoing the procedure; the national average is currently ~20% of all men. Australia's rates vary from state to state, but it can be estimated that approximately half of all men are circumcised, but less than 15% of all newborns are.
Some people argue that circumcision desensitizes the penis, due to the removal of the nerve rich foreskin, and constant contact of the glans with foreign objects such as clothes, underpants, etc, resulting in hardening of the glans surface in a process known as keratinazation.In January 2007, The American Academy of Family Physicians (AAFP), stated: "The effect of circumcision on penile sensation or sexual satisfaction is unknown. Because the epithelium of a circumcised glans becomes cornified, and because some feel nerve over-stimulation leads to desensitization, many believe that the glans of a circumcised penis is less sensitive. Opinions differ about how this decreased sensitivity, which may result in prolonged time to orgasm, affects sexual satisfaction. An investigation of the exteroceptive and light tactile discrimination of the glans of circumcised and uncircumcised men found no difference on comparison. No valid evidence to date, however, supports the notion that being circumcised affects sexual sensation or satisfaction." -Evidence-

Penis Size
The average erect penis is aprox 5-6", this varies with geographical areas (due to diet etc)
However this average should not be taken too seriously as there is so much of a variety of penis size not many people are this size (give or take an inch or 2)
For women to experience the best sex, diameter is more important than length. It is thus important to pump as much blood into the penis as possible in order to grow the diameter of the penis. This can be done by working with the ischiomuscle and, in that way, keep the erection hot and hard.
